Metro Vancouver Regional Transportation DCC Workshop – Oct. 23, 2017

September 14, 2017

An Invitation to the Development Community…

Workshop to discuss design and preliminary rates of a Regional Transportation DCC

TransLink wants to hear from the development community to discuss key policy options, design choices and preliminary rates for a new regional transportation Development Cost Charge (DCC).

  • TransLink is currently seeking approval from the provincial government to legislate a Regional DCC, which is anticipated to come into effect in 2020.
  • The DCC will help fund the capital portion of TransLink’s investment plan and ensure the Mayors’ Council 10-Year Vision stays on track. With over a million people coming to the region in the next 30 years, delivering on the 10-Year Vision is critical for keeping the region moving and livable.
  • Following the principle that growth should pay for growth, the new DCC would allow municipalities in Metro Vancouver to collect a fee from developers on behalf of TransLink to help pay for regional transportation infrastructure
  • In anticipation of the DCC being approved by the Province, we are currently working with stakeholders to determine the structure, rates and best way to implement the DCC. We expect to have a draft framework on its design and implementation completed by December.
